Most likely he wasn’t in any appropriate set up and left alone a lot and who knows if fed properly. I would get his husbandry up to par for at least a week and then try handling him a little each day. But for now i would let him be. Dragons don’t like change of any kind.
Please answer the basic questions so we can get him as comfortable as possible. What size tank do you have him in? a 40 breeders is the minimum size for an adult beardie. What type of lighting are you using? You will need a heat light and a UV. How old is the beardie? Temps should be 103-108 in the hot spot and 85 as a general temp. Are daily salads available? Are you feeding crickets or roaches or silk worms? what substrate are you using? Are there hide spots available? If you can think of him as being the result of the owner being a jerk and he is just reacting to how he sees humans, it might be easier to be patient with him. also, taking in a stool sample to the vet to make sure he doesn’t have any parasites might be helpful. then after every thing checks out and the husbandry is spot on, take it slowly to regain his trust. It was very nice of you to take him in.

what are the temps? also, make sure that he doesn’t get impacted from licking the calcisand. will he eat crickets? It’s okay for superworms , but I am not sure that they are the best for a staple diet. It is always good to vary the diet with either crickets, silk worms or roaches. does he eat the salads? what greens are you offering. Squash is good for them as well. Are you using vitamins/calcium?Any idea how old he is? Weight or length? Patience is the key so he can learn to trust you.
