 Questions about Budgies..

I’ve seen the budgies in the Petshop and they have tiny heads, but i’ve seen pictures on the internet and they have big fluffy heads, this has kinda changed how i’m going to look at them, do they eventually look like that? I’m not trying to be offensive to them, but they look wierd and I wouldnt really like a budgie now..Do they really go like that? :(

Why is the first one all wierd and the second one isnt? Is it because the first one has its beak tucked in or something?

my birds look like that right before they groom themselves. they fluff themselves up and then groom. parakeets normally look like the second one (green) the fluffiness could be preening or sickness if it is also lethargic.
