 Expelling/vomiting water

A very odd, and scary thing happened with my columbian red tail this evening. I took him out of the cage, he was soaking in his water bowl, and a few minutes later, for some reason he let a bunch of water pour out of his mouth, let his mouth open then closed it. He has also just finished a shed, I don’t know why he would do this, but I want to make sure it isn’t anything serious, like pnemonia, or some other respiratory infection.

He also, every few minutes now, gets a bulge in his throat, and then just pours out a bunch of water, please help, why is he doing this?

Get it to a vet, Stat!
It could have swallowed water, or is regurgitating. That is definitely not normal.
