Hey is a 4’ x 30" x 12" big enough for a adult bull snake.

I would say yes. Even if the bull reaches 7 feet, you still have more than half the length of his body as floor space.

I somewhat agree.

I think a 4 ft x 30 in. X 12 in. would be perfectly fine for a bull that is 6 ft. or less. I would personally consider moving the snake up to a bigger cage after 6 ft...
