although the US FISH AND WILDLIFE SERVICE (which is federal and operates under the umbrella of the US dept of agriculture ) sets the tone and is responsible for enforcement on a national level, (imports, exports , interstate transport , etc ) it is the state fish and wildlife that is responsible for enforcement at the state level, so if you really want to get an answer that you can rely on, i would suggest contacting the rhode island dept of fish and wildlife for specific regulations relating to that state http://www.dem.ri.gov/programs/bnatres/fishwild/
