 What is legal i need help please

Behind my house there is a Shar Pei/ pit bull it has killed my neighbors dog, bitte 2 people and bitte both of my dogs and another random dog but he bitte the people through a fence and my dogs through a fence and killed my neighbors dog throught a fence. we called S.C.R.A.P.S and they said they cant do anything about it cuz there is no proof even though there is blood. I live in spokane valley so what can i do to get this dog put down?

Technically, it would be the fault of the people, the random dog’s owner, your neighbor who’s dog was killed, and you if fence bite incidents occur. Some people keep dogs as guard dogs and, so long as they are in their own yard and doing their job, it is perfectly fine to keep it that way. This is even more so if there is a "There is a dog in this yard" or "beware: dog" sign somewhere around the house or said fence.

What you should do is keep your dogs on a lead when you take them out. If they wander off unleashed, walk RIGHT up to the dog you know will bite them, and a bite incident happens, it’s completely your fault. After all, the dog is still in its yard and it’s doing its job.

If you have a fenced in yard as well and you simply want to let your dogs out to roam free, you should either train them to stay away from the fence, keep an eye on them, or - if worse comes to worse - install a wooden barrier on your side of the fence. Before installing a wood barrier, you should discuss this in a civil manner with the owner of the guard dog so he can keep his dog inside or leashed while the work is done. That would be the right thing to do.

How would you feel if you had a dog, someone for some reason didn’t like it, and you came home from work one day to find that your dog has been shot, poisoned, or worse? How would you feel if you received threats by mail? If you attempt any malice of this sort on the dog, or you make it clear that you want to take actions to kill it, you could be given a ticket for harassment or sent to court for a misdemeanor charge.
