Heat rock or no heat rock? you need a basking light, that is the most natural form of heat you can provide for your lizard, you should also get a temperature gun to measure the surface temp of its basking spot

Heat rock or no heat rock? you should have a heating pad under the sand. I have mutiple cages, so I have heating tape running along the bottom as well as a UV bulb above the tanks. If you put their hide box on the sand above where the heating pad is, in the winter they will sort of burrow there and stay warm.

Heat rock or no heat rock? How big a cage and how big of a heating pad do you have? I house each lizard individually in a 12x5x6 cage with 2in of sand. My heating tape only covers the back abour 4in of the tank and it stays on all the time. Also I have compact fluorescent light bulbs which I use that don’t give off heat like incadescent blubs, so that might be your problem there. If don’t feel like switching to a new blub (since I know these things can get expensive!), it’s a good idea to have the heating pad on just at night. And if the sand is still getting too hot during the day, I would suggest moving the light source farther away from the tank and having it on during normal daylight hours. Depending on where your fence lizards are from, I can’t really tell you a good temp to keep it at. Mine are from Virginia and it does get rather cool there, so the temp mine are at stays about 78-80 in the summer and in the fall and winter I cool it down to 68-70.
Hope that helps!
