hmm.. never really a good idea to house different species together just because of the spread of disease and competition for food, etc. also, red-eyed tree frogs will eat anything they can fit in their mouths, including other amphibians... so i’d advise against it.

No. Putting aside risks of disease transfer, the newt will poison the water. Plus, the cage will either be too hot for the newt or too cool for the frog. Newts really shouldn’t be over 70.
