Take it to a vet and have them check for parasites. Or he might just be stressed. Or maybe he just doesn’t want to eat cause its the winter. Is it his first winter?

He was born live in the summer from a wild garter and captive bred ribbon so it is his first winter. The garter gave birth to him so could he have parasites?Or could it not have enough digestive enzymes and acids from not eating enough?

But the garter eats fine and so do all the other ones.

It probably is just because it’s the winter. It’s in his instincts to hibernate. My garters are w/c, and the male didn’t eat anything during the winter last year, and I suspect he’s doing the same this year.

i do hand feed him and if i closed the mouth he would instinctively regurgitate the food anyways.
