Garters like many snakes use the blacktop to warm up n they can handle the cold much better then any other snake .We removed 8 off the road while herpin in the glades last week which was cooler then average 76 so it was mostly garters. However he should take any type of frog or worm, I had a giant for 8 years he ate everything from fish, worms, frogs, toads n even mice which is not common for a garter to eat mice. Anyway use 20 gallon tank rocks ,branches, hide box of some sort big waterbowl they like to swim .For bottom indoor outdoor carpet is good as well as aspen or leaflitter n dont forget heat lamp or pad.Garters r cool snakes for pets once they calm down.Good luck.
