 Floating African Albino Frog

Help, I have two african albino clawed toe frogs. One is very large, active and healthy. The smaller one in the past 3 weeks has episodes of "bloating" and is unable to stay underwater. Metafix and Stress Coat has seemed to help twice. After, 4 or so days he begins to float again. Currently is the worst I have seen him. I dont’ think he is going to make it. Do you have any suggestions. -
