 Questions.

-What is the minimal[excuse spelling if wrong =/] sixe xcage for one adult

The bigger the better. A 40 is all around acceptable standard and will best allow for thermal gradient establishment, especially with a mercury vapor lamp. A 20 long would have to be the smallest adviseable for something like a P. platyrhinos, as they are a smaller lizard.

-What sub-species are "Legal" in State of Georgia

Depends on where the Horned Lizard comes from, and if it was gathered or bred legally in it’s state of origin. The most likely to be legal for sale are the P. platyrhinos.

-What si the approximate price for one

Just depends on where you get it, and how.

-Do you HAVE to have a permit to own any of the sub-species

First, to be technical, there are 14 different species. Some of those species within the genus have sub-species, most do not.
Most species, yes, a permit of some kind is required to gather, breed, sell, or own them on some level; particularly on the part of the one doing business with them in their native state. The seller might be required to have a propagation, collection, and/or commercial sale permit. If you live in a state where the species is protected, you will also need to have a permit from the appropriate game enforcement agency to own it. These things vary by state and over many species, so it depends entirely on WHAT species, and WHERE it comes from.

-whats the "EASIEST" [if any] of this animal to take care of

None I would recommend as "easiest", especially if you don’t have a few years of successful reptile experience, particularly in lizards. That just gives the wrong impression I think to use terms that might be associated with "easy". The P. platyrhinos is the one that I would have to recommend if any, for first timers, for numerous reasons.

 Questions.

They’re not "illegal" strictly speaking. Like I said it depends on what species and where it came from, and whether the person who gathered or bred them in their native state needed a permit to do it. Most reptile or pet store owners don’t know what the heck they are talking about frankly. It’s probably for the best though, as I don’t think these lizards should be sold willy nilly to just anybody. It takes some skill and dedication to keep them alive in captivity, and they often need things the average person is not interested in providing; such as constant supply of harvester ants, or UVB lights.
