Generally you have to catch them yourself if you live in the right area. They usually fly after summer rains, which should be any day here in AZ.
County, state, and federal regulations go a long way to prohibit their shipping in most cases, although I think there are exceptions.

I have a guy who works for a school text book company bugging me to sell them some queens so they can do ant related stuff. I told him once that it’s not good business for me to sell them, that postal regs prohibit it anyway unless they have an entomology related permit to receive them; but he persists on asking me to make exceptions. I catch them often enough, but it’s impossible to tell whether they are fertile or not unless you actually catch them in mating flight. They’re pretty hard to get to produce too from what I can tell. They require a lot of space or the queen won’t make very many workers. One pet HL will decimate such a captive colony in no time....It’s just easier for me to gather them, so I gave up on it.

Usually if they have lost their wings they are mated. I find them a lot too while collecting ants, but they always have wings and I’ve never been able to get the queens to mate in captivity.
The few I have found that were mated where just walking out in the desert looking for a place to nest and they were wingless. I did get a couple to take indoors for a time, but they ended up dying. I didn’t have the right conditions. I think one might be able to establish a colony outdoors using those queens, forcing them to dig in where conditions are amenable. But you are right, you’d need ten established colonies to do much good in regard to feeding HLs. And it would probably take them a year or two to get up to speed.
