This isn’t the Mountain Horned Dragon forum, but I can tell you those are in fact mites. You need to discard all the substrate, wash the habitat out with dilute bleach water solution and let sit for half an hour. Make sure to submerge the corners well where the mites like to lay eggs. Then rinse numerous times until all bleach is gone. Let dry completely.

While the tank is soaking, you need to give the Dragon a bath up to his neck. Some of the mites will leave his skin and drown. Rinse well to wash them down. After that, rub him down with a coat of mineral oil or olive oil. These are the safer than using chemicals. Most of the mites should be smothered by this. Let sit a while, then rinse and repeat. Be sure to cover well in areas where mites like to hide, like under the armpits, around the vent, the dewlap, etc.

If any mites remain after a day or so, you need to get him to the vet for some dilute Panacur to be applied topically. Mites may cause anemia and result in fatality, so take this seriously. I recommend Panacur because it is safer than Ivermectin for reptiles.
