are uvb bulbs necessary for ll’s like turtles and chameleons need one?

Yes. Legless lizards are diurnal (awake during the day), so UV is a must.

Yes, for most species it is a must at all times during the day. Some species, like anniella pulchra, don’t need it at all time because they remain under ground or hidden except when feeding but they should still be offered it like any normal diurnal lizard.
