This is fully everted, but a young 6 month old male Argus (V. panoptes horni). They need to mature before it becomes the flowering, big unit with males and you can mistakenly think female early on:

Oh yes, sorry. That pic above would look a little bit large for a girl (the water created a false magnification look to the structure but was a clear picture I got), but that sort of structure protrudes when they projectile $hit on you and you get a look at the structure. On a fully reproductively active male, it’s a flowering tip with bumps and a groove and looks like a snail’s head (to me) and is even larger than that fully out.

Alternatively, you can look at the tail base on profile or frome below (like lay the lizard on clear plastic or glass and get up under it to spy a look). You want the lizard relaxed, not all bowed up and ornary, and you can clearly see hemipenal bulges vs not much there on animals that are 8 months old or more generally. It’s not unlike the way you sex Bearded Dragons by spying a look.
