Did you get the newts already? You should wait until the tank is ready, unless you already have them, then I would suggest a temporary tank for them.

When you clean the tank you just change some of the water and clean the decorations and filter, you don’t have to change all the water and everything though, and the newts can usually stay in the tank unless it gets to stressful for them.

It depends on what newts, because newts are very hardy creatures.

I use spring water (water from the bottle) because its easyer on their eyes and clorine e.t.c wont get in their eyes, other than that they are pretty fine, I didnt go through a cleaning progress and my newts are perfectly healthy, obviously I did wash the tank useing glass cleaner e.t.c but I made sure I rinsed the tank throughly to make sure there were barley any traces of it left and the tank was all shiny and clean, takeing in to account the small amount I used and the amount of rinsing I did, and then how diluted any small traces would be, is proberbly the equivilant of spitting in the cleanest ocean.

The stones were washed throughly too, but the newts havent shown any signs of sickness at all, I mean they do live in the wild and suvive for a long time there, in muddy ponds e.t.c

they do have their own immune system, and if you keep the tank clean I find it very unlikely they will experience any problems.
