 So...

I have a bit of a problem.
one of my rats destroyed one of my other rat’s testicles. He was bleeding a lot. We tried to take him to the vet but unfortunately got in a car accident and totaled the car. So... he’s pretty lethargic right now and doesn’t seem too good.
Any suggestions on what I should do?

Get some betadine from the drug store and dilute it with water until it looks like tea. Dab it onto the wound to prevent infection and use neosporin or a similar antibiotic cream from the drug store to put on top, just a little bit.

Is it still bleeding? If the bleeding has stopped and the blood has coagulated (clotted) around the wound, don’t worry too much and just try to prevent infection. If it is still bleeding it needs to be stitched.

Remove the injured rat and put him into a quarantine cage or tank for a few days with a towel for substrate (no bedding). Make sure he is eating and drinking, you can give him a bit of canned dog food (Innova or Wellness brand would be healthiest and easiest on his stomach) or tofu as well.

You can use corn starch to stop the bleeding .Then apply antibiotic ointment to the area once it is scabbed over . I would put him on layers of newspaper or paper towels instead of shavings until it is healed up . watch for signs of infection, egghead, drainage , swelling etc. If possible get him into a vet asap .
