 Land for tadpoles

My tadpoles are starting to get all their legs, I have a few with 3 legs and a few with 4 legs and most with 2 legs, now my question is when will they go on the land after all 4 legs pop out? I have the land in there and some under water and some out of the water completely but the few with all 4 legs concern me because they only move when I move the container and they are still under water. I thought once all 4 legs come out they will need to be on land. HELP me with the answer please.

My tadpoles did not come out of the water for 3 days after they got all 4 legs. But they are supposed to come out of the water right away. Try very gently to put a 4 legged tadpole on the land, and if he starts flopping around return him back to the water.
