 Do I need a filter in the tank?

I have 6 tadpoles in a small tank that I bought online. It’s just a plastic tank with a top. Should I buy a filter to keep the water clean or should I just keep changing the water every few days, which is sort of a pain. Any suggestions on :

1. do I need a filter?
2. If so, what kind for a small tank?
