Tadpoles don’t need a heater but it should be good for them to have one. They morph faster with a heater though.

u could put warm water but a problem, the water doesn’t stay warm forever but u could use a light to warm the water. change the water every2 days though.

If you live in a cold climate than you should use a heater in winter. But I’m pretty sure that other than that they should be OK if you keep them in room temperature.
