 New hatchling (Russian)

I am at my mother in laws house sitting and her Russian egg hatched in the incubator. I now need to take it out and set it up in the set up she has, but need advise. It has been 24 hours since it hatched. The set up is a large rubber made storage tub. There is a large heat source, a uva bulb and a night (red) bulb.
What heat does it need to all be at? How close can the lights be? Wont all that heat and at such a close distance dry out the paper towls?
I am not sure what else to ask. I have only dealt with bird hatchlings and I knowledgeable with water dragons, tegus, and beardies, not so much with tortoises, so any help would be great. Thank you.

hi, the bedding shouldn’t be soaking wet anyhow.
