Hi the best type of home for a ALL tortoises is outdoors when the weather is warm or during summer days.

A russian does need to be hibernated, but you dont have to hibernate for long.

Most tortoises that hibernate, will benefit from as little as 8 weeks hibernation.

 HIBERNATION

Any where from 1 year old and above.

However, if you’ve recently had your tortoise, then do not hibernate for the first year of owning your tortoise.
During the first winter without hibernation, house indoors in a stable enclosure with a heat light, and uvb reptile light.

Then, before hibernating take the tortoise to a REPTILE SPECIALIST vetinary, and make sure your tortoise is 100% healthy, and the correct weight.
