told my freind that he could keep leopard torts with red foots just to get him to buy a tortoise and when one of them dies he is going back to them

THAT IS TOTALLY wrong! and sad for the welfare of those tortoises.
But remember a responsible owner would do research BEFORE buying, so it wasnt totally The wild life foundations fault.
If I bought them on impulse... I would still atleast do research to make sure Im doing stuff right.

Is it possible for you to make an annonymous call to your local aspca and report their animal cruelty? Maybe if they get investigated your friend will realize they are not housing their animals correctly or giving them proper care he will do the right thing by seperating his torts.
