 Tortoise identification help

I think its a tortoise, my neighbor found it in his yard (Tucson, Arizona). It’s about 3 inches long right now, and its not really eating, so I want to know what type it is so I can take better care of it, so any help would be appreciated, thank you!

Looks like a baby Desert tortoise to me and if so, they are protected so you need to call your local wild life center or tortoise rescue. You have to get a permit to keep one. That is a brand new baby so there may be more coming out of a nest somewhere that the wild life center will want to relocate-- possibly.
