 Tortoise tank setup

I am going to be getting a Russian Tortoise this week. I just wanted some opinions as to whether my tank is set up correctly. I have a 10.0 UVA/UVB light-bulb, also I am using a 150 watt basking light bulb, bark for substrate, Humidity in the tank reaches about 55-66, and the basking area reaches 95 to 100. The rest is in images.

What size is that tank? Glass tanks usually stress them out, so if all you can use is glass you may want to cover the bottom 6 inches around it. It looks way too small (or maybe its just the pics) - are you getting a baby? If its an adult I recomend using a very large 50-55 gal rubbermaid tub or building a tort table, also the substrate needs to be deaper 4-6 inches at least. I would use something more tort friendly like cypress mulch, soil/sand or coir/sand combo, but thats just my opinoin.
Is that metal dish for food or water? It could rust so be careful with that...

It is around a 40 gal. It might be the pics, my camera taks bad pictures. Also, what did you mean cover the bottom 6 inches around it? It actually is a plastic dish for soaking and drinking. The other is a food dish. I will probably be getting a bigger one soon. also the tortoise I am getting is very small.

You can use aquarium back ground or just paper and tape it on the outside of the tank so that the turtle can not see out. 6 in high from the bottom usually helps. I saw the plastic dish, it was the food dish I guess that looked metal :) just letting you know that they can rust. I use a flat rock or rough floor tile to help keep the beak and nails trimmed down. They get long and can cause problems. Well good luck with your new little tort :)
