Looks like a baby Russian tortoise. if its wild you should leave it alone, but it might also belong to someone you can ask around to see if anyone lost it.

Definitely looks like a Russian tortoise.

They aren’t native to America so if it IS a RT, I’d bring it to a reptile rescue in your area. Here’s a link to some rescues in CA.

Though if you can provide the space, time, and diet for the little one, you could just keep it.
