 Sulcata tortoise is ill

I have two sulcata tortoises that I have had now for about 3 years now. The first was acquired when he was approximately 3 inches long and is now 10-12 inches long and a good weight. His cage mate is a female that is about 14 inches long and significantly heavier than he is. We have seen no aggressive behavior between the two in the past. The smaller of the two has recently began acting abnormally. He is eating less and has everted his hemipenes on a few occasions when he is allowed outside to roam in the pen we have for them. We just recently noticed that he has swelling in the skin that surrounds his neck and the exposed skin by his front legs. The veterinary manual that I have has not been very helpful thus far as the only illness that has symptoms similar to the ones we are seeing would be an iodine deficiency. I don;t think that this is a likely cause of the symptoms as both tortoises are fed the same foods and the female shows no symptoms and still eats like a champ. Any help on the subject would be greatly appreciated.

I do not know the name of the condition you are describing, nor am I familiar with any of the symptoms. However, you should consult a vet straight away because these creatures will hide illness and weakness for as long as possible, so your tortoise could have been sick for a while and you may not have have been aware. My besta dvice is to consult a vet as soon as possible. there are some very helpful ones listed on this site
