Is shredded aspen safe to use as a substrate for sulcata tortoises?

Aspen is not safe it is kind of an old style bedding for rodents that for what ever reason has stuck around. It is easily eaten and causes respitory problems.

Okay but another question, I have her on very very tiny orange rocks. They are about the size of a salt grain which are often ingested wth food. Which substrate would be safer?

I would not use either of those if I had to choose I would use aspen but both could have very bad effects. Why not newspaper?

Yea newspaper sounds good, it is only temporary until I make the time to go and buy soil and washed playsand.
