 Wut substrate should i use?

i need to kno wut kind of substrate is the best for tortoises. I have a two year old red footed tortoise. Paper towels just suk because he just kiks them around and recks the inside. I tried a hay like substrate but it left stains and smelled and was a pain to clean. Id like to kno if theres any better things to use. thanx
