 Help again lol

ok so i just misted my cage but i felt my frog and her bodie is cold she is just sitting at the bottom now on the douglas fur chips. we got a reptile heating pad that sticks to the bottom of the tank on the outside and we have a 40 watt blue bulb but it is only 66 degrees and i dont know what to do we also have svagnum moss in there to....what should i do??? plz help

i use 2 lights(i put pics up on the other post u see the blue light and the regular)also anther rule (big rule)never go below 70 degreas, during day around 83 and night around 73.get anther light is what i sugest.also u might want to give it a little wile to get hot.ANOTHER RULE MOSS IS VERY BAD VERY, NEVER USE IT IT GIVE IMPACTION!!!!!!what i do is put a peace of glass(or wood) on the top of the tank i keep the temp and humidity in(only part of the top because u want some ventalation, i cover half the top with glass.) anther thing put the lamp on the metal screen part of the tank, so that it is touching(only on metal, i did this on plastic it went on fire, lol, dont know what i was thinking.
