 Turtlie Questionie

I have two RES turtles, one is for sure a male and the other when I think might be female.
His shell is curved inward hers is flat he has long nails she has short. BUT my problem is I dont know if she is big enough to say female yet. When (what size are they ) do the males start to grow longer nails and their shell curve inward? She is maybe 4-4.5 inches Right now they are doing that mating jiggy nail thing. They never fight except once when I tossed in some fresh meat for them and the smaller one got it and Stewie wanted it so he bit her, but She still ate it and he didn’t break skin or anything. But anyway I dont think the nail jiggy thing is a dominant behavior I think he was to get it on with her...
So is she big enough for me to tell for sure she is a girlie girl?
