Have you tried to give him earthworms, feeder fish? You have your turtles outside? If so that is why they are not eating probably because they stop eating when about to hibernate. You can feed your turtles hamburger meat, but only on occasion, because of the fat content, but my res loves hamburger meat too. Just try to limit the amount you give him and try other things, not all turtles will eat plants, mine don’t yet, but she is younger. Maybe someone else will have some suggestions.
