Turtle opinion What kind of turtle are you looking for? A water turtle, semi aquatic, land turtle or tortoise. Land turtles and some Torts - such as some box turtles, Russian, Hermanns and Greek torts stay relatively small 4-10 inches depending on sex and kind. So it just depends on what you are wanting and wether it will be inside or outside most of the time. Most will require a pretty good sized enclosure or tank, uvb light, heat light, if a water turtle you need a filter, basking platform or area where they can get out of the water and a water heater.
Male painted turtles are smaller then females, so it depends on how big of a tank you want to get. Some musk and muds are small, but none stay small enough to be kept in a little tank for long. Rule of thumb for water turtles is 10 gal of water per inch of shell length for one turtle.
Hope this helps :)

Turtle opinion Im looking for one that stays pretty small and is active. preferably aquatic but if not, thats ok. If I cant find one like this, I wont get one because Id rather give a small one a good home than a big one a home thats too small.

Turtle opinion Well I guess you can do some searches on the ones listed above and see if any might fit what your looking for. There aren’t many that stay small and even the small ones end up needing a pretty good sized enclosure/tank. Good luck in your search :)
