you would probably need to contact the fish and game commision to get the fourms to fill out, under 18 i would say has no chance of getting a permit. but i also see you are in cali if your profile is correct you can not keep exotic venomous but can keep native species im not sure if they require anything for native... maybe someone here will know

I was just looking at the fish and game permits (and still looking) and i came across restricted animals and scrolled down to the reptiles and it say that all pit vipers are restriced exept western rattlers western diamondbacks yadayada list goes with native species then at the the bottom it says sidewinders are not restricted. so does any buddy wanna explain what this means

You are allowed to keep up to 5 of any of the native species. Any exotic venomous you need a permit, and Cali will not give out permits for exotics.

Arizona has pretty much the same laws as Cali, but they also have protected species that you can’t keep.
